Popcorn usually falls in the medium glycemic-index range, but tested products vary. University of Sydney data list an average GI near 62, while commercial microwave products have tested from about 51 to 72. There is no reliable rule that air-popped popcorn always has a GI of 79 or that adding oil and salt automatically makes the GI exceed 70. Portion size and total carbohydrate are more useful than GI alone. A modest serving of plain air-popped popcorn can fit many diabetes meal plans.

Popcorn contains carbohydrate and can raise glucose, but it does not need to be excluded. The effect depends on product, portion, toppings and individual response.
GI ranks carbohydrate foods by their glucose effect under standardized testing:

GI is measured using a standard available-carbohydrate amount; it is not calculated from the appliance alone.
Air-popped popcorn is whole grain and usually easiest for controlling calories, saturated fat and sodium. USDA describes three plain cups as about 100 calories before toppings.
Air-popping does not guarantee low GI, but a controlled portion can have modest glycemic load.
Microwave products vary in fat, sodium, flavorings, portion and GI. “Microwave” does not automatically mean lower GI.
Compare carbohydrate, serving size, sodium and saturated fat. A whole bag may contain several servings.
