It is completely normal for your blood sugar to rise after lunch. Food, especially carbohydrates, is broken down into glucose and enters your bloodstream. The question is not whether your glucose rises at all, but how high it rises and whether it comes back down appropriately afterward.
If you are checking your post-meal glucose, timing matters. For many people with diabetes, the most useful comparison is a reading taken about 1–2 hours after the beginning of the meal.
For many nonpregnant adults with diabetes, a common post-meal target is below 180 mg/dL (10.0 mmol/L), although your personal target may be different.

If your glucose regularly rises too much after lunch, I would first look at the amount and type of carbohydrate in your meal.
