Does The Insulin Resistance Diet Really Work?

QUESTION: My sister is diagnosed with insulin resistance (I don't know what it really is? Is it a kind of diabetes?), and her doctor told her that she can manage by following the insulin resistance diet?
Is this a special diet or what else it consists of? Does it really work? What benefits she can get?

You have to know that insulin resistance is one of the leading causes to diabetes. However, in some cases, the patient has insulin resistance, but he/she is not suffering from diabetes. The bad thing is that in most cases, patients with insulin resistance will develop diabetes type 2.
Anyways, insulin is condition during which there is normal insulin secretion in the organism, but the insulin’s molecule is not able to cause reduction in the blood glucose level.
This is happening due to changes in the structure of the insulin receptor, reduced count of insulin receptors or something else.
This thing generally, leads to elevated insulin secretion, which leads to normal blood glucose level. However, the elevation of the insulin secretion requires more time, which leads to temporary blood glucose elevation.
It is true that someone can manage the insulin resistance by diet, which must be composed of low-carbohydrate and moderated protein and fats foods.
In this way, organism receives all the required nutrients in time, but there is not excessive amount of glucose, which can aggravate the insulin resistance.
Generally, this diet is composed of vegetables, but you have to know that not all vegetables are suitable for the diet of your sister.
Because of this, I will inform you to force her eat mainly artichoke, avocado, and broccoli, Brussels sprouts, celery, chives, garlic, fennel, mushroom, onion and fennel.
